  GET/SET Output Transport Stream Rate

Form:

  Command Handler: MCMD
  GUIDELS|_GUIDELS [PROGNAME] [KEYWORD]
 
  PROGNAME:  Program Name string. 
  KEYWORD:   
     PFEVENTS:   Displays Present and Folowing Events.

Response:

  "OK\r\n" to acknowledge receipt of command, or
  "OK\r\n" to acknowledge receipt of command and display output enable state.
  "ERROR- [Description]\r\n" if error, ending command
  "\r\n" concludes modify responses (empty line)
